Makes sense for some ancient states, but I'd say it wasn't the norm. The majority were tribes of varied structures and kingdoms with relatively limited state power. Even democracies and federations probably were more common than hyper-centralized governments. That said, many of the less centralized ones were still very oppressive towards a large portion of their population.
Most ancient religions were far more tolerant on average than later world religions, even in cases of them being an imperial state religion. Pre-Sassanid Persia, Macedonian Successor States, even Pre-Christian Rome come to mind as some examples. More militaristic and/or bureaucratic states than theocracies.
To my understanding a far greater percentage of the population lived outside of (literally or not) totalitarian reach back then. As for today, we're really close to the illusion fully breaking. Trump and Biden seem to me as further proof of the illusion, not protection against it.
